There certainly is a way to lock the hitch pin of your Prorack PR8062404 4 bike rack. For the hitch lock only, use part # Y07235 or if you wanted the hitch lock plus a cable lock to secure the bikes to the rack, use part # Y07238.

If you have a Thule accessory, like a bike rack, then the lock and anti-rattle device from Thule, # THSTL2, is the only one that will work. (See THSTL2 product page for the racks the lock fits.) It fits 1-1/4 and 2 inch Thule hitch mounted racks. The reason it only fits these Thule models is the way that the lock and racks are threaded. They are uniquely threaded to match each other. The etrailer.com # e98891 is a good choice to secure your bikes to the NEO2 bike rack, part # B01748. If you ran the cable through the wheels and around the uprights of the rack, then through one of the safety chain holes in your hitch, you'd secure bikes to the rack and the rack to the hitch.

In the past, Kuat did have specific lock numbers available to order but that has changed. Unfortunately, a specific lock number is not something that is available. Assuming you have a 2" hitch, the Hitch Lock for Kuat Bike Racks - 2" Hitches # HL2 is the correct lock for your NV 2.0, NV 2.0 Base, or Sherpa 2.0 bike rack. Thule has their Snug Tite Hitch Lock and Anti-Rattle Device # THSTL2 that fits a wide range of their hitch carriers. For a class 1 compatible bike rack for 2 bikes with integrated locks, I recommend the Swagman Chinook # S64683. This is a tilting rack that will allow you to access your trunk even with bikes loaded. It folds up close to your vehicle when not in use. It has integrated locks in the ratcheting hooks and it has sliding wheel cradles with ratcheting straps to hold your bikes securely in the cradles.
